I am Neulla Hughes CMILT, an International CPC-qualified Transport Manager and Class 1 HGV licence holder, with experience across vehicle movements, fleet operations and transport management.

My background includes more than 14 years with a major commercial vehicle manufacturer, alongside experience running a vehicle movements business and supporting operators with compliance reviews and transport management.

I have also supported Amazon Delivery Service Partners through the compliance audit process — operators who face structured external scrutiny and need their records, processes and maintenance arrangements to be audit-ready.

I also work with newly qualified transport managers who have their CPC but need practical guidance on what running a compliant operation actually looks like day to day — systems, records, driver oversight, and how to use their role effectively within the business.

I understand how drivers, maintenance providers, office teams and owners need to work together. My approach is to investigate carefully, explain the findings clearly and help businesses make practical improvements.

I established Officium Consulting to provide operators with practical, evidence-based compliance support, the kind of thorough, honest review that helps businesses understand where they stand and what needs to change.

My Approach

How I work

I start with the evidence. Before drawing conclusions, I examine the records available, discuss how the operation works in practice and identify what the documentation shows, and what it does not.

Missing documentation is recorded as an evidence gap; it is not automatically treated as proof that an activity never happened. My findings reflect what the evidence supports, with any limitations or areas for further verification identified clearly.

I write findings in plain English, not legal jargon. Priorities are explained clearly, and the action plan is built around what your team can realistically implement. Where further specialist support is needed, I will say so.

I work with operators of all sizes, from single-vehicle restricted operators to businesses with larger fleets and existing transport management teams. The scope and approach are agreed around your operation.

External Transport Manager support is available subject to capacity, suitability and an agreed assessment of the operation's needs. Appointments are a separate professional service with clearly defined responsibilities and time commitments.

You do not need to appoint Neulla as your transport manager to commission an audit or application support.

Before accepting any appointment:

The operation, fleet size and transport management requirements are assessed
Responsibilities, time commitment and access to records are agreed in writing
A capacity check is carried out, appointments are only accepted where proper oversight is possible
